That 'mon belonged to Ash Ketchum! That kid was so dim that his best strategy against Ice type gym leader Brycen was to use his Krokorok, a not fully evolved Ground type. He couldn't even recognise Team Rocket if they changed their clothes. That Pikachu had to know its stuff to make up for the perennially-ten-year-old lump of brain damage and yelling that was Ash. :T
but tbh i dont remember much about pokemon so this is definitely not trying to be close to canon
